• Added New Part IX, named “The Panchayats” and 11th Schedule - 29 Functional Items of Panchayats
• Shaping Article 40 of DPSP - State Orgainise Village Panchayats, endow them with power and Responsibilities function as unit of Self Government
• Constitutional Status, Justiciable, State have Consitutional Obligation
• Provision Of 73rd CAA has two Parts, a revolutionary concept to build democracy at grassroots level
• Compulsory(Included compulsorily in state laws) 
• Voluntary(at discretion of state) 
• Features
• Gram Sabha - Persons enrolled in electoral rolls of a village, functions determined by state legislature
• Three Tier System - village, block and district level, State < 2M population, No Intermediate
• Election of Members and Chairpersons - Members directly by the People at all level, Chairpersons Indirectly at intermediate and district level and At Village Panchayat level determined by SLA
• Reservation of seats - SCs and STs in Proportion to their population In panchayat area, and Chairpersons Reservation at all levels determined by SLAs, >= 1/3rd to women
